The site is located between St Stephen Street and Lamb Lane, a short road leading off Trinity Way. It is within Salford city centre and has wide views across Manchester, as well as closer views over St Stephen's Gardens to the north.

The site is brownfield and is currently occupied by a two-storey brick office building and a car park. Apart from the Trinity Edge apartment building next to the southern edge of the site, there are few nearby buildings around it.

The site is in a highly sustainable location, with Salford Central Station located approximately 200 metres away, supporting excellent access to public transport and reducing reliance on private vehicles.

The site is ideally located to improve links between Salford and Manchester, supporting the aims of the Local Plan.

The site lies within City Centre Salford, specifically the Chapel Street and Islington neighbourhood, as identified in Policies AP1 and TC1/1 of the adopted Salford Local Plan: Development Management Policies and Designations (January 2023).

The Local Plan forms part of the statutory development plan and provides the principal framework for managing development, protecting environmental assets, town centres and infrastructure, and supporting key transport and utility improvements. Within Chapel Street and Islington, Policy AP1 seeks development that contributes positively to both the neighbourhood and City Centre Salford as a whole. Chapel Street is identified as a key gateway corridor into the city centre, where high quality public realm, historic buildings and heritage assets should be respected and enhanced through careful design.

Places for Everyone (PfE), adopted in March 2024, provides the strategic planning framework for Greater Manchester to 2039. It promotes sustainable growth through the delivery of new homes, jobs and infrastructure, prioritising brownfield land and well-connected urban locations. The plan supports mixed-use, walkable neighbourhoods, improved public transport connectivity and climate-resilient development, while also protecting green infrastructure, biodiversity and heritage assets.

PfE seeks to deliver 165,000 homes across Greater Manchester, including significant affordable housing provision, alongside new employment land to support economic growth and inclusive communities.

Mancunian Apartments Ltd has been established as the special purpose vehicle for this development and forms part of the same group as Dream Homes Construction (DHC), who will act as the main contractor.

The proposals will transform a vacant and redundant brownfield site at 6–8 St Stephen Street through the demolition of the existing building and its replacement with a striking new ground + 11 Storeys residential development.

The scheme will deliver 50 high-quality, energy-efficient one and two-bedroom apartments within a contemporary building designed to enhance the local streetscape. New landscaping will create a stronger connection with St Stephen’s Gardens, while attractive outdoor spaces – including a shared roof terrace – will provide residents with places to relax, meet and enjoy.

The site is close to several historic buildings and places, including the Adelphi Bexley Square Conservation Area, the Grade II listed Independent Chapel and Salford Town Hall, as well as the historic buildings at 1–11 Bexley Square.

Careful consideration has been given by the design team to respect the character and setting of these historic buildings and spaces and a full heritage assessment will be submitted as part of the planning application.

A 10% Biodiversity Net Gain will be delivered as part of the proposed development.

A planning condition will be included within any planning consent which will require a Construction Environment Management Plan (CEMP) which will be agreed in advance with Salford Council before construction can start on site. The purpose of the CEMP is to set out how the developer plans to avoid, minimise or mitigate effects on the surrounding environment and particularly any local residents living near the site.
